Peeling? It appears that the tub was painted with epoxy before. Since the different paint systems use a different method, just use the same manufacturer (s say, Rust-Oleum or Armorproxy) and just do it again without bothering to remove the material broke. The epoxy "melt" the old paint and stop the peel.
